Coherent Military Operations that can yield a Sustainable Success against Alshabab will only make sense for local community.
Although, it is widely welcomedthe new offensive – joint military operations by the Somali National Army and local militia against Alshababto liberate villages under Mataban and Mahas districts in Hiiraan region, it has to benoted that only sustainablesuccesscan make senseto the local community, the nation and ourstrategic security partners andour common futurestrategic interest.
As such, this involves the need to develop a shared purpose, clarity in strategy direction and options to defeat AS; which consequently will compel a broader consultation with all stakeholders including US, EU, ATMIS and all FMS and local community.
Furthermore, refreshing our knowledge and understand of strategy and operations stakeholders by taking outside in look at the SNA, US and EU and ATMIS forces, and identification of the challenges and opportunities are necessary to deal with AS.
Stakeholders consultation.
Without appropriate strategy and operations stakeholders’ consultation, it is not possible to achieve excellent strategic thinking, coherence and leadership within all stakeholders.
What is required isthe engagement with all key security strategy and operations stakeholders in relation to the current military operations against Alshabab and know their individual and collective concerns and agenda by providing them opportunity to talk and think freely and expansively about the current strategic issues and the future, thus kick start military strategic dialogue which must characterize excellent strategic thinking and operational management.
The next stepinvolvesestablishment of an understanding of the nature of the security ecosystem and how players are coevolving and competing with each other now and in the future.
This will enable us to develop a shared mental models and meaning and undertake collective actions to achieve shared purposes – defeated AS.
Shared meaning and value should be created and clarity in strategic direction and options should be developed and agreed by all stakeholders.
CoherentOperations
Joint military operations to liberate villages under Mataban and Mahas Districts from AS couldn’t be translated to a sustainable success, unless a well coordinated and coherent operations against the terrorist in many fronts across the country is launchedanddeter them the possibility to make shift in strategic position or potential mobilization of AS operating other regions andtheir deployment as backup to the target areas to be liberated.
Coordinated operations and holistic approach to deal with terrorist across Somalia is the bedrock to achieve and maintain the success we are in pursuit.
Flexible Operation
Putting in place an increasedflexibleoperation frameworks and processes within which stakeholders involved in this operation can spot adjacent possibilities and develop required capabilities and partnership and exploit them before enemy becomes aware of the situation is the bedrock to a sustainable success.
Effective and efficient use of available opportunities and mobilization of all key stakeholders through unified coherent efforts and holistic approach will maximize the potential of defeating enemy and achieving and maintaining sustainable success.
Agile command and control strategy
Enhancedagile command and communication is needed to respond to the emerging patterns. In addition to this, success achieved will be sustainable and learning capabilities will be an accelerated one. Such holistic approach will accelerate learning capabilities of SNA and its strategic.
Finally, I thank the new leadership of Somalia for their commitment to combating AS and liberating them from Somalia.
I wish success to SNA and our Strategic Partners.
